- Preheat oven to 425 degrees F. Line a 9 x 13 inch baking pan with aluminum foil.
- Whisk together honey, soy sauce, garlic and red pepper flakes in a small bowl. Set aside.
- Remove skin from chicken thighs and discard (or reserve for another use). Season the chicken with salt and pepper if desired. Arrange the chicken in an even layer in the prepared baking dish. Pour sauce over chicken, turning to coat.
- Bake for 25 minutes, remove chicken from oven and turn each piece over using tongs or a fork. Return chicken to the oven and bake for an additional 20-25 minutes or until cooked through (165 degrees F). Remove chicken from oven and let rest 5 minutes before serving.

Notes
The sauce will thicken as it cools. Feel free to add a bit of water or chicken broth to thin the sauce if desired before serving (with the cooked chicken) over rice.
